Proof that Indian Standard Time really is slower: look at this map of the earth’s gravitational field. The gravitational field is weak around India. Thus, things really do move slower when falling. Thus, potential energy is converted into kinetic energy at a slower rate there.

Which is no surprise if you’ve ever dealt with Indian bureaucracy :)
